The SCATTER (Sprawling Cities and Transport: from Evaluation to Recomendations) project is a consortium of six European partners involved in leading edge research and lan-use/transport policy analysis.

The aim of the work is to improve the understanding of the mechanisms of urban sprawl and its impacts through review of sprawl impacts and measurement techniques; systemic and statistical analysis of case cities; review and evaluation of measures dealing with urban sprawl, using land use/transport simulations; measurements of sprawl and creation of an urban sprawl monitoring tool.

The project will provide recommendations to European cities implementing suburban public transport, identifying measures to prevent, mitigate and control urban sprawl. The recommendations will consist of best practices to design accompanying measures, evaluation of their impacts and efficiency, barriers to implementation, and any negative side effects.

Sprawl Europe

The Dept. of Transport, Local Government and the Regions (DTLR) has estimated in their 1999 Urban Task Force Report that unless their is intervention to contain urban population into existing centres, their will be sprawl in U.K. cities and the south of the country. The project will address this impact and provide indicators for the future. It will provide a comprehensive picture of the different types of sprawl in European cities and identify types of urbanization not currently seen as sprawl.
